Can I apply from the Philippines?

For the roles that don't say Malaysia, yes. Roles marked Malaysia are only open to people based in Malaysia.

Is appointment setting the same as telemarketing?

Close. Telemarketing is the calling, and the appointment is what each call is for: a booked meeting for the client's sales team. These roles do both.

What hours are the calls?

Singapore business hours, which are the same clock as Kuala Lumpur and Manila. You call in the daytime, not overnight.
